The reason is simple: the combinations are so many, that a database is very hard to conceive, not like the local phone books, where the phone numbers are renewed once with the subscription contracts, but the cell phone numbers are not only under subscription, but also on prepaid SIM cards.

When you want to search cell phone numbers, then you will definitely need the full name of the person you are trying to call, because otherwise it will be very hard to find her.

The easiest way to search cell phone numbers is to go or to call to every phone company in your country and see if they have in their database a person called “…” in the city you think or you know for sure that she lives, and they can give you the cell phone number, if they have it.

I said “can” and not “will” because you may have problems in this step. The reason is that every phone company has its own policy, in agreement though with the legislation of the country. So, it depends on each phone company what clauses include in the contract, so that they can or can’t make public the cell phone numbers provided by their company.

Even so, most of the cell phone numbers are not public, like the local ones are, and this is the reason why there is not yet created a database that includes all the cell phone numbers from all the persons from all the cell phone companies in a country.

If you are lucky, and the phone company you called doesn’t have hard security politics related to the cell phone numbers and you explain to them the reason why you need that phone number, you will probably get it. Otherwise, they will simply reply that there is forbidden for them to make public that cell phone number.

On the other hand, when you search cell phone numbers because you have a problem where the police are involved too, then it is not anymore your business to find out that cell phone number, because the police will do everything to solve your case, including the search cell phone numbers, if it is required.

Because the problem became a juridical one, and not only a social one, the phone companies will adopt another kind of behavior, being forced to collaborate with the authorities in every situation they ask them to.

If not, the phone company can be sued because they didn’t offer to the police the necessary information which they needed to solve a case.
